Dear Guido.  This is not official.  The Director will write officially.

Greetings from Zambia and Monze in particular.  It's good to jear from 
your in a long time.  I can't deny that I have also been  quiet.

Iam just imagining how hard it could have been to arrive at this 
decision  which in this case is necessary to give room for a deeper 
reflection on the relevance of the program.  It's a pity that it has 
come to this, but maybe this will bread new ideas and strategies.  
Nowadays, Young people are not as passionate about Africa as before.  
Maybe it's because of the changing times and the way things are done.  I 
agree with you that there are other factors beyond our control that have 
contributed to the current situation of the program; but what can we do? 
Literally very  little if not nothing.

However, the fruitful years of the program cannot go unnoticed.  They 
were the best and worth undertaking despite the challenges that were 
encountered.  Beautiful memories for sure because  a lot of young people 
were able to discover themselves and are now living meaningful and 
formed lives. The values they adopted will always be part of them.  I 
personally learned a lot while interacting with these young people from 
different backgrounds and cultures.

Nevertheless, yes Nevertheless, the story has not ended as we are still 
reaching out to those who need support for their education so that their 
tomorrow will be better than their today.  The ewe candle is still  
burning 🔥

Tonight, at the ewe's general meeting, we will have to make a statement 
on the future of the ewe's voluntary services in Germany and Zambia.

As this is of great importance for our cooperation, which has existed 
for almost 30 years, and has implications for the joint organisation of 
our partnership with Caritas of the Diocese of Monze, we would like to 
send you this declaration at the same time.

On 14 January this year, we already described the difficult situation 
for incoming Zambian volunteers and the low level of interest in 
outgoing German volunteers to Zambia.

The background to this was the lack of interested and suitable 
candidates for a voluntary year with the ewe (and its special concept of 
cultural integration via families) in Zambia. In addition, the political 
framework conditions had changed (significant savings in the funding 
programmes and considerable administrative effort in accounting and 
quality standards).
As a purely voluntary organisation, we had reached the limits of our 
capacity - financially and especially in terms of personnel.
The incoming programme for Zambian volunteers was also at risk in terms 
of its essential framework conditions (host families, accompanying the 
volunteers, contribution to the costs of the placement, arbitrary visa 
allocation, the Zambian candidates' unwillingness to learn German 
intensively as an everyday language of communication and the latent 
everyday racism in our German society). In addition, there were annual 
cuts of over 50 million euros in the so-called voluntary domestic 
services, meaning that the number of posts had to be significantly reduced.

The Executive Board's decision to remain in the weltwärts funding 
programme had to be made by 31 May of this year, as recertification was 
required, which alone costs €5,000, plus the volunteer time of around 60 
working hours for the necessary adaptation and adjustment to a new 
quality criteria and documentation system.
Among other things, a decision had to be made by today for the incoming 
area, as Irmela, who has been responsible for this area for many years, 
is definitely leaving and no foreseeable successor is guaranteed. See 
also above for the general conditions.

After almost 30 and 25 successful years of intercultural volunteer 
exchanges with the special concept, the Board has therefore decided to 
end these ewe projects and will bring this to the attention of the 
General Assembly.

The new board to be elected by the members this evening will reflect on 
the successful volunteer work of the past almost 30 years in 
intercultural exchange with Zambian and German young people with you the 
ewe-Team in Zambia and recognise its importance.

In the area of project work, we will try to expand the School Fee - 
project and, if necessary and possible, realise further development 
projects, particularly in the education and training sector with our 
partners in Zambia.

We very much regret this necessary decision, but see no responsible option.
